Who needs a Canadian citizenship certificate
A citizenship certificate gives a person official proof of Canadian citizenship. It can be electronic or paper. A person may need that proof for another application or service. Examples include a Canadian passport and a pension or benefit. A person may also need it for a Social Insurance Number or a job that asks for proof of citizenship. The certificate documents status that already exists. It does not create citizenship by itself.
Common applicants include people born outside Canada to a Canadian parent, people who are not sure whether they are Canadian citizens and existing citizens who need a replacement or an updated certificate. A parent may also apply for proof for a child born outside Canada. Citizenship rules can depend on dates, parentage and how a parent became a citizen, so do not decide eligibility from a short checklist. Many people born in Canada already have acceptable proof through a provincial or territorial birth certificate. Other people hold an older citizenship card, a paper certificate or an electronic certificate. IRCC lists the documents it accepts on its valid proofs of Canadian citizenship page. Check that list before you apply for another certificate. You may already hold valid proof for the task you need to complete.
What a citizenship certificate is not
The word certificate appears in several immigration and citizenship steps, but the documents do different jobs. A Canadian citizenship certificate has one central purpose: it proves citizenship. Keep these distinctions clear before you start an application.
- It is not a citizenship test pass. The certificate does not report a test result or a score. For applicants on the citizenship grant route, the test is a separate step when it applies. The Canadian citizenship test has 20 questions (multiple choice and true or false) based on the official guide Discover Canada. You need 15 of 20 correct (75%) to pass, and that overall 75% mark is the only pass rule: there is no separate section you must pass. Most applicants now take the test online with a 45 minute time limit, and it is required for applicants aged 18 to 54.
- It is not a passport or travel document. It can support a passport application as proof of citizenship, but it does not replace the travel document required for a journey. It is also not a general identity document.
- It is not a permanent resident card. A PR card proves permanent resident status. A citizenship certificate proves citizenship status. Do not use one as if it proves the other.

How to apply for a Canadian citizenship certificate
Start on the official proof of citizenship pages. IRCC uses an eligibility questionnaire to identify the correct application method. Some applicants can use the online route. Others must follow the paper process. The rules can depend on the application type and the available documents. Follow the result that IRCC gives you. Do not choose a method from an old guide.
- Confirm that proof of citizenship is the right service. Read the eligibility questions and make sure that you need evidence of existing citizenship, not a citizenship grant.
- Use the official application selector. Open IRCC's citizenship certificate application page and answer its questions. It will direct you to the applicable instructions.
- Follow the document checklist for your route. Provide the identity, citizenship and family records that the current instructions request. If a record needs a translation or a specific copy, use the standard stated in the official guide.
- Apply through the method IRCC selects. If the selector confirms that you can apply online, continue to the official IRCC application portal. If it directs you to paper, use the current form and mailing instructions.
- Check the application before submission. Make sure that names, dates, contact details and uploaded records agree. Keep your confirmation and a copy of what you sent so that you can answer a later IRCC request accurately.
Do not rely on a saved form or an old third-party checklist. IRCC can change forms, document standards and portal rules. Start from the official application page each time, and follow the instructions that apply on the day you submit.
Replacing a lost or damaged citizenship certificate
Use the same proof of citizenship service when a paper certificate is lost, stolen, destroyed or damaged. In the application, identify why you need a replacement and provide the records that IRCC requests for that reason. If IRCC approves the replacement, it cancels the previous certificate. This protects the citizenship record from having two active certificates.
A replacement proves the same citizenship status. Losing the document does not by itself remove Canadian citizenship. The application is about replacing the proof, not applying to become a citizen again. If you later find the previous certificate, do not use it after IRCC has issued the replacement because the earlier document is no longer valid.
An electronic certificate needs a different first check. If you cannot open or download it, follow IRCC's account access and electronic certificate guidance. Do not assume that a portal access problem requires a new proof application. If you have a damaged paper certificate, IRCC may tell you what to do with it. Keep the document until you have read the current replacement instructions.
